Students using a HELP loan do not need to pay any university fees upfront, but instead make contributions once they are in the workforce earning an income. HELP has enabled millions of Australians to gain access to higher education, and to realise the benefits that higher education brings. By enabling students to defer paying their fees until they are earning a premium from their education, HELP facilitates access to university for students regardless of their financial background.

Some student demand is clearly more equal than others. A particularly stinking example is in the PhD market. This is not even to mention the exclusion of private providers from applying for Australian Research Council grants. The current regulatory regime was created in TEQSA administers rules for accrediting new universities set by the Higher Education Standards Panel HESP ; such as the provider offering three broad areas of study, degrees up to doctoral level, and substantial research capacity.
Besides the category of a fully fledged university there is the strange category of the "university college" a point on a pathway intended to elevate a private provider to university status — but in reality a swamp designed by university experts to ensure no new entrant passes through.
The HESP is currently reviewing provider categories. It would be better to rewrite the category of "university college" to fit high-quality private providers who have no interest in the breadth or research requirements of universities but nonetheless deserve a title that allows them to compete in education export markets. This change would also allow institutions that have been granted self-accrediting status by TEQSA in recent years to apply directly for university status when they meet the requirements, opening up public universities to real competition.
My institution, Alphacrucis College has trained Pentecostal pastors for 70 years, and is now self-accrediting and moving towards university status after adding faculties of Business, Education and Arts, and investing heavily in research.
Tamara Voninski. It is probably either Alphacrucis or Avondale, the Seventh Day Adventist college that has operated since the 19th century, that has the best chance of gaining university status. Avondale offers degrees in teaching, business, and a medical program through links to the Adventist hospital in Sydney.
